Citrix has resolved the issue with their vendor. UMSO staff are able to access Citrix applications and desktops.

Citrix has notified us that we are being impacted by a large scale outage that is affecting a large number of U.S. customers. They are working to resolve the issue. Simultaneously, UMSO staff are strategizing on a workaround in the event that the outage extends beyond the short term. Please read below for the lates update from Citrix:
A subset of US DaaS customers are currently experiencing issues launching apps and desktops or accessing the admin console. For customers leveraging Citrix’s resiliency features, VDAs may be shown as unregistered through the admin console but are currently accessible through Local Host Cache or Service Continuity.
Current Status:
Citrix DaaS is impacted by an outage from an upstream third party cloud provider. The cloud provider has identified the issue, and we are engaging with them to work towards resolution
